Dear Maria,
I think that the idea of drug-testing employees is a very important one. Although it might be costly at first it will benefit everyone at the office in the future. I think that those who do test positive should be provided information on where and how they can get better and be put on probation for the discrepancy.
I know that there will be some who are against this testing. Let them know that it is to their benefit first and foremost. If they have nothing to be afraid of then there should be no problem. Hope all goes well in the future. Sincerely,
